Who else used 66.185.84.204 in early 2003?

I had created a list of places where we can see 66.185.84.204 being used in 2003 here, and have been adding to it as new examples.  That list has now grown a little unwieldy, so I am going to replace it with several shorter lists, of which this is the first.  Included are cases where 66.185.84.204 (or its host-name equivalent, wc09.mtnk.rnc.net.cable.rogers.com) has been found. • during Feb. 2003 this IP visited alexa.ists2.com;
• on Feb. 2 and Apr. 21, 2003, someone using Windows 98 visited ArcticCircle.ca with this IP;
• on Feb. 9, 2003, "rahman" used this IP to taunt another poster at a Tamil music site;
• on Feb. 15, 2003, someone using Windows 98 visited ArcticCircle.ca with this IP;
